CROSSCUT.COM -- Struggling to Keep The Stage Lights On - Seattle is the only city in Washington not allowed to levy a arts & culture tax. And Washington state places dead last for per-capita public arts projects. (Interestingly enough, I keep hearing theater mentioned as "Broadway-Chicago-Seattle."
