But there's a long story to this project, the most important element of which is that it has been unable to raise a dime for the past ten years toward the near-$200 million necessary to get it built. More significant, if it ever did get built -- and there's little chance it will -- best estimates are that there's no way it could sustain itself with the revenue stream it would need.
