Or at least proofreading is. Apparently neither Reuters nor MSNBC employs copy editors or proofreaders? (My best guess is that this was written out by hand and then scanned in, but this just proves again how wrong an idea it is for
Oregon to allow students to use spell-checkers during writing tests.)
